CEFR was established by the European Council with the aim of achieving a common frame of reference in connection with the evaluation and determination of language skills.
The description is used to define levels in all languages spoken in Europe.
The following objectives are achieved by using CEFR:

- The evaluation and determination of language skills is performed according to the same scale and is therefore recognisable to companies internationally.
- A person can at all times have his own language skills registered in a form that is in line with an established and acknowledged European system.
- A: Basic level
- B: Intermediate level
- C: Advanced level
